Schools Academy Plan: Scepticism Persists Over Government Intention.

The English government plan to privatise 17,000 school from the control of local authority in next six years has come under heavy protest. Defending governments plan at Association of Teachers and Lecturers (ATL) conference schools minister Nick Gibb was sneered and taunted by the teachers.

Teachers are unhappy with the proposal of the government. However, Prime Minister David Cameron have a different thought. He guarded the scheme of the government by saying that, “vision for our schooling system”. He said that government wants to shift education from bureaucrats to teachers and headteachers.

In spring budget 2016 George Osborne divulged the plan to bring state-sponsored schools under the private academies. Many are sceptical and raising doubts. Questions are being raised on accountability. Those who are against the privatisation of state-controlled schools asks what if anything goes wrong, who will be answerable? Presently if things went wrong parents have the scope to lodge complain to teachers or school administrators. Parents and teachers are not sure similar will the scenario when school will operate by private academies.

Role Of Local Authority

England has total 24,000 schools with 85 percent primary schools are under the local authority. There are 5,000 schools are academies. The local authority plays important role in the education of the school children. They have a legal responsibility to assure that all child accomplish their educational ability.

The local authority supervises the school’s performance under their control. They make sure that schools make correction or development if it’s required. Besides, the authority works towards the best interest of the children. Moreover, they address and hear all the worries or apprehension of the parents.

The Concern

Discarding the government plan the National Union of Teachers (NUT) have decided to go on strike if the schools were turned to academics. This decision was taken at the annual conference of NUT at Brighton. At the conference members unanimously voted against the privatisation of the schools.
A research conducted by the ATL has revealed that out of five teachers four have decided to quit teaching profession.

In Defence

Coming under heavy criticism and protest the government has defended its action. Schools minister Nick Gibb said, “The whole academies programme is about having a profession-led system so that the profession is in charge and not local authority officials. That’s the system we’re moving to. If you talk to headteachers who become heads of academies, they have flourished.” Regarding the research of the ATL, he said, “I think it’s a big challenge.”

The Argument

The government have proposed the plan which has sprouted protest. With teachers threatening to quit the profession and others choosing the path of strike academisation of 17,000 school will not be an easy take for the government. Therefore, they should listen to the voice of the people. That is what democracy is all about. All should sit together and find the solution to implement the best plan that will help education system of the country to develop and advance. In a survey of teachers conducted in the US in December 2015 has presented some amazing facts. Two third of the teachers said that they want to include technology but they would require further training. On the other hand, overall 90% said for the success of classroom technology is essential. Imagine, when the scenario is that unusual in the most developed part of the world what could be the situation in the countries where to forget about technology even regular classroom facilities are not present. Limitations of online learning 

However, there are some specific topics where you will only obtain the basic knowledge and will not be able to gain a deeper understanding with online courses. Online education now offers significant diversity training; however, some experts believe that it does not enable you to explore different concepts by interacting with others and accomplish real understanding. The fact is online education should not be considered as a totality of the training process. But it is really unfortunate that it is perhaps the only option to learn for many clinicians, especially due to time and finance issues.

Beth Britton, campaigner, consultant and blogger said “Well thought out e-learning is fine for some aspects of education, particularly theoretical elements. However, I don’t think it is suitable for aspects that require  a far more sensitive, personalised approach, for example dementia care.” He added “Also, I have severe reservations about any e-learning programme that offers obvious multiple choice answers to questions. This is not learning- it’s box ticking.”

Given the obvious limitations of eLearning, the fact remains that online education enables you to learn what you want, when you want and how you want. Dr Dirk Pilat, medical director for e-learning at Royal College of Gps, said “E-learning can save costs on infrastructure and personnel which can be reinvested in patient services. Just imagine the carbon footprint a whole course can create if all members have to travel to a venue, have to be kept warm/cold and fed instead of sitting at home or in the workplace, learning online.”

Shortage of Science & Technology Professionals harming Africa’s Growth

As an educator, I always believe that with a little help and right direction, developing nations, like countries in Sub-Saharan Africa, will be able to achieve great heights. The first sector that needs a nudge is education. The educational infrastructure of African countries is affected by political upheaval and is not of the global standard. Also, many of the students are not economically sound and therefore can’t afford higher education. These are the reasons why developing nations are lagging behind and with a little assistance, there is no doubt that the problem can’t be solved.

Recent revelations

Recently, I was surfing the internet, reading fascinating articles on educational imbalance in developing countries when a rather interesting article caught my eye. Sub-Saharan Africa is developing rapidly but it has been noticed that to reach only one ‘Millennium Development Goal’ which is of improved sanitation and access to potable, safe drinking water, the continent will require a huge number of health professionals, engineers, scientists, technicians, etc. However, there is a severe shortage of science and technology professionals in all the 48 Sub-Saharan African countries.

This concerned me a lot as thought how much developing nations have to fight to lead healthy lives and to have access to clean drinking water. Thankfully, this issue has caught the attention of the Government as well and to address the issue, one of Africa’s biggest higher education partners, the World Bank and the Government of Rwanda, a campaigner of science and technology, have hosted a forum on Higher Education in Technology, Science and Innovation this week in Kigali.

To focus & capitalise

As I read on I came across absolute truths and facts I completely believed in. African economies have been on the rise because of the demand for raw produce and merchandise, to a certain degree, and it is the right time for the continent to focus on technology, science and innovation. If the countries produce more graduates in subjects like technology and applied sciences, then the economies could do much better by adding value to raw merchandise and produce. This way, African countries could actually compete at a global level for brilliant services and products.

If the countries focus on training their graduates in science and technology well, then the countries will be able to do much better by finding cost-efficient, effective and local solutions to problems related to poverty, development, food security, health, climate change and urbanisation.

The forum was themed Accelerating Africa’s Aspirations and brought together senior representatives from academia, governments, the private sector and development partners. In the forum, held on March 13, they discussed solutions to upgrade higher education in Africa, talked about priorities and also discussed how they are relevant to the growth of the economies.

“What we are gathered here to do has profound implications for young people in Africa. Essentially, young people can take advantage of economic opportunities only if they have the right knowledge and skills.” – Tawhid Nawaz, World Bank Director, Human Development, Africa.

If nations in Africa don’t strike now or focus on immediate needs, they will lose out on a lot and won’t be able to address impending problems.
